The key to understanding this, I believe is found in verse 22. "These four were born to the giant in Gath, and fell by the hand of David, and by the hand of his servants" Of those sons of the giant listed between verses 15 and 21, none were slain by David. So it would seem that Goliath is also a son of the giant. Making him a brother to the others.
